I think there are a bunch of issues at play here.

The Queen is seen as the steadfast and dutiful leader, the nations grandmother and has become a lot more popular in the last 15 years as she has reached the autumn of her life. Lets not forget, she too had a very difficult 1990s, but that seems to be behind her.
