The non commisioned ranks ie. a Warrant Officer (class 1 & 2), Staff Sergeant, Sergeant, Corporal, Lance Corporal, Private have to salute a commisioned officer regardless, when they or you are in uniform.
When you salute, you are saluting the Queens commission, not the person, you have to be wearing your uniform and they have to be wearing theirs (showing the Queens commission) therefore if they or you are not in uniform, you do not salute. However if you are in uniform but not wearing your head-dress ie. cap, beret, you do not salute but, come to attention if approached by an officer.
I'm sorry, I don't know anything about US military, apart from their PX's are brilliant!

No.
He could of course apply after he has had some actual military service! It is not a regiment you can apply for, straight from training!
