Crown Prince Haakon arrived in Munich for a visit to several German cities today, November 6:

Prince Haakon was not welcomed in person by the Bavarian over boss Mr. Söder. There is quite a turmoil in Germany's capital Berlin right now between the leading politicians. The leader of the Republic and the chiefs of the Federal States are at it over the migration issue.

So, Haakon was welcomed by the Chief of the Bavarian State Chancellory instead.
 
This evening, December 12, Crown Prince Haakon attends the IHF Women’s World Championship quater-final between Norway and the Netherlands at Trondheim Spektrum:

Crown Prince Haakon began a two-day visit to Lithuania today, April 3.

He was welcomed by President Gitanas Nausėda:

So if Haakon is in Lithuania and the King is on sick leave, is a regent appointed?

I assume Haakon is still the regent. Norway doesn't have a law requiring the head of state or his replacement to be in the country. He will be back before Friday when he is expected at the council meeting.
 
Maybe it is only possible to be regent when in Norway? The king can of course be king anywhere and Haakon is a crown prince anywhere he goes but this different entry might suggest that as soon as he leaves the country he is not able to act in his capacity as regent?
 
It would seem logical that being regent is linked to being in the country, but I suppose we’re going to have to wait for confirmation from someone in Norway or closer at hand who knows the technicalities of the situation.

This also brings up the question of if Haakon was the regent and now isn’t, who is technically in charge in Norway?
 
It looks like Haakon was no longer regent on Tuesday (he is called 'Kronprins' and not 'Kronprinsregenten') - when he had an activity in Oslo. So, maybe the king was able to pick up his work a week earlier than planned? If so, that would be a good sign in terms of his recovery.


EDIT: For both Haakon's activities on Friday and Monday (Statsrad/State Council and 3 audiences), he is again called 'Kronprinsregenten', so, it seems the above does not apply... He is still expected to act as regent until at least the announced date of April 8. Maybe, they used his 'kronprins' title because the visit yesterday was in preparation of a trip later this month that he undertakes as Crown Prince?

Article 41 in the constitution says:
''If the King is absent from the realm unless commanding in the field, or if he is so ill that he cannot attend to the Government, the person next entitled to succeed to the throne shall, provided that he has attained the age stipulated for the King's majority, conduct the Government as the temporary executor of the Royal Powers. If this is not the case, the Council of State will conduct the administration of the realm.''

And although article 41 doesn't say so, it means that if you are to act as head of state (regent), you must be in the country!

So if both the monarch and heir are out of the country (which has happened a lot in recent years), the Council of State (i.e. the government) will conduct the administration of the realm.
This will most likely happen in the situation we have now as well (i.e. if the monarch is ill and the heir is abroad).

From Billed-Bladet, "- In contrast to Denmark, Norway has no law on trusteeship. According to the Norwegian constitution, it is the government that governs the country if His Majesty the King is on sick leave and His Royal Highness the Crown Prince is abroad.
It is therefore the government led by Prime Minister Jonas Gahr Støre that has taken over in the interim period."
