No the awards are presentd in the Concert Hall and the Banquet afterwrds takes in the Town HallYes, I read your post and it is clear that the awards are presented in the city hall but under the new paragraph, the Nobel prize banquet you refer to the Grand stairway and the Blue Hall. As most city halls do not have such features and the Grand Hotel was mentioned as the previous venue, I wanted to be sure. Very interesting to include the large number of attendees, thank you for the information.

Has the Nobel Foundation always refused/been forbidden from inviting ambassadors from countries at war (more or less) with Sweden or is this a new rule from Swedish politicians?

The foundation is free to choose whoever they want to award, but currently it'd be a public relations disaster for the Nobel Foundation, the Nobel prize and other recipients of the different awards. Whether this is right or wrong is up for each person to decide for themselves. This is not something new since the whole award process and the awards given have never been just about groundbreaking research and great humanitarian achievements.
