When Charles X became king, why did he loosen press censorship?

I always thought it was the opposite that he reimposed Press Censorship and was a staunch conservative which led to his overthrow and exile!

Why did the Bourbon restoration fail in France? I don't think it was just a matter of having a less conservative king than Charles X since Louis Philippe was obviously far more liberal and he was also overthrown.

That was at the The Pantheon of Paris, which prior to the Revolution was the church of Sainte-Geneviève but renamed the Pantheon in 1791.
