What a splendid Summers Day for the Garter Service ,hopefully it wasn't too warm given the heavy robes!
The twitter post didn't say "next" it read "next but one" so was perfectly correct and precise. More precise than "future."
And they also tried to make sure that spouses were seated in the same carriage. Formally, William comes after Anne in the order of precedence (if we assume that she takes the same place as her brothers when the male and female rankings are combined - because if males have precedence over females in general she would have been outranked by the Duke of Kent) as she is a child and he a grandchild of the monarch; but in this way Anne and Timothy sat together and it's not that uncommon as William is regularly given precedence over his uncles and aunt. There is no need to use such icon. They all sat according to the order of precedence. William, Andrew and Wessexes are higher in precedence for this reason they occupied the 2nd carriage. Anne's position is lower, she was in the 3rd carriage.
The site Vanitatis says that the Kings of Spain and the Kings of Netterlands will be present on 17 June at the ceremony of the Order of the Garter.

Yes, they have to be formally invested with the vestments of the order. It’ll be exciting to see because we haven’t seen foreign Monarchs participating in the procession and service since during the Golden Jubilee celebrations in 2002.

And their wives are expected to join them - also as Ascot is the following day I'm hoping for a big turn out.
I will be attending on Day 1 of Ascot and now have fingers crossed for the Queens of Spain and the Netherlands to attend
Majesty Magazine has just shared the following post on Facebook -
GARTER DAY AT WINDSOR CASTLE
Monday 17th June 2019
[...]
The King of Spain and the King of the Netherlands will also attend this year’s Garter Day, during which they will be installed in St. George’s Chapel as Supernumerary, or ‘Stranger’, Knights of the Garter. The King of Spain was appointed by Her Majesty on the occasion of the Spanish state visit in July 2017, and the King of the Netherlands was appointed on the occasion of the Netherlands state visit in October 2018.
The Queen of Spain and the Queen of the Netherlands will also be in attendance and will join the carriage procession.

Apparently Queen Margrethe is coming as well.
Where did you see this information?
As a tangent, this is why I think the new rules in Spain and the Netherlands about how a queen consort is merely "Queen", not Queen of Spain or Queen of the Netherlands, are futile. Foreign royal courts and foreign media generally ignore the rule and refer to them as "of Spain" or "of the Netherlands", regardless.
