The reason why some bunads are cut like that is because they are mostly modelled after the clothes worn by farmers in the 17-18 century, and in those days women often were pregnant non-stop (at least for a period of there lives), so the bunad is fashioned to accommodate that. Leaving it as you said to make women wearing bunads today look pregnant even if they aren't. The bunads cut comes in handy today too, because bunads are often worn in events where you are expected to eat a lot of good food (i.e. weddings, christenings, 17 of May, confirmations). And that you can do when it has a high waistline (even though most women finds their bunad a bit too snug)
