The president of Cabo Verde, Jorge Carlos de Almeida Fonseca, will be paying a state visit to the Netherlands on Monday 10 and Tuesday 11 December 2018 at the invitation of the King.

I believe we have around 20.000 people from Cabo Verde in The Netherlands,. almost all of them living in Rotterdam. So I would not be surprised if a visit that city will be included in the program.

And you were right: Tuesday afternoon and evening will be spend in Rotterdam (Monday in Amsterdam and Tuesday morning in The Hague).
