It was Kongsberg Town Hall. They had a small lunch there.

Looks like galoshes to me. Very sensible to wear to protect your shoes from the snow and the salt (unless they use sand) on the streets.

They may not only have gone to Svalbard to enjoy the scenery.
Even though Svalbard is Norwegian territory, there is a considerable Russian presence there and Russia (and before that the Sovietunion) feel they have a right to have a say in what is going on and how the place is run.
Despite the strategic importance of Svalbad the islands are demilitarized and Russia in particular would prefer they remain so - or alternative come under Russian... protection.
