Closest friends of Tudor and Stuart monarchs

Queen Anne and Sarah Churchill’s friendship was turbulent, to say the least, but it got me thinking. Could there be nobles that could be called ‘the monarch’s best friend’? Obviously there’d be a slight imbalance of class, but I’m ignoring that. Two likely pairs that spring to mind are Elizabeth I & Kat Ashley, and James VI/I & George Villiers, Duke of Buckingham.
