Yes, Josephine-Charlotte wore two different tiaras on her wedding day. Why, I've never been able to find out unless one tiara broke and she had to make a hasty replacement. It happens, even to Queen Elizabeth II on her wedding day.

I think it was due to the fact that the Congo Diamond Necklace Tiara was rather small and she wanted a bigger one for the pictures because the former one is hard to see on pictures. So she changed to the Société Géneral Tiara.

Yes she wore both tiaras. The VC&A tiara during ceremony, and the Congo tiara during photo shoot.

Her tiara snapped and broke as she was getting ready for her wedding. A jeweler was rushed in and she was able to wear the Fringe Tiara for her wedding that is seen in the wedding pictures. (Queen Elizabeth)

I think you have the tiaras confused.
The Congo tiara is the VC&A tiara. It was worn for the wedding not the pictures.
The large scroll work tiara worn for the photos was a gift to JC from Societie General. It was made by Henry Coosemans. It is not the Congo tiara, not worn for the wedding ceremony and not crafted by VC&A.
The Congo tiara is the smaller tiara that was a gift to JC from the Belgian Congo. This is the tiara she wore for the actual wedding. It was crafted by Van Cleef and Arples. The tiara is a convertible piece that can also be worn as a necklace. It was last worn as a necklace by MT at the Felipe and Letizia's prewedding events paired with a lovely golden gown by Elie Saab. It also came with a convertible bracelet.
JC received many fabulous gifts on the occasion of her wedding. Most of the jewels were crafted by VC&A. Some of the VC&A jewels are: the ruby/diamond flower earrings and brooch and their matching ruby bracelet that were gifts from King Leopold and the convertible diamond/emerald tiara/necklace that was a gift from Jean.
She also received 3 separate diamond and sapphire convertible pieces made by various fine craftsman.
This is the Congo Tiara Set worn during the actual wedding ceremony and crafted by VC&A. They also took photos in this tiara but most of the photos distributed are of the larger tiara below.

The Wedding day of Grand Duchess Josephine Charlotte was not a happy celebration.
1.
Grand Duchess Charlotte did not want in the Church King Leopold III sitting next to his second wife. She asked next to Leopold III his mother HM Queen Elisabeth.
2.
The worse , Princess Josephine Charlotte wore "verres de contact" I forgot the name in english. She cried during her wedding celebration and could not see anything
When she went out with her veil still before her face , she was as blind and her husband had problems to support her. (well seen on the little black and white picture where JC did not smile at all.)
3.
The official picture was easy and she is smiling. Her veil was behind her face and as she received two tiaras from her countries she wore the second one (SG) .

 She certainly does. My top three are 5, 3, 1.
The Luxembourg Empire Tiara is so majestic, however I think it does not suit Maria Teresa as well as some of the others, which is a pity. But I'm so glad she wears it anyway!
I cannot recall seeing her in a tiara as often as other royal woman. Are there many occasions that call for a tiara in Luxembourg?

Apart the gala on the occasion of the National Day (July 23rd each year) unfortunately no. She wears tiaras only during state visits and weddings (if dress code allows tiara- CP Victoria' wedding). Pity cause Lux tiara's collections is very nice.

God, I never realized how many tiaras MT has!  They are a delight for the eyes!  I like the 3rd and 10th tiara a lot. The 4th one is interesting too.
