They receive that amount. But the Royal Household receives an annual budget of around 9 million euros for the institution's expenses, including staff salaries.

Based on their lifestyle, they clearly receive much more. However, that will be earmarked differently, for example a ‘representation allowance’ (either paid in advance or based on real costs made) for all the clothes Letizia buys including high-end designer clothes.

It's likely that Felipe and Letizia have money invested in company stocks or something similar. As for their daughters' education, I think the money will come from those 9 million allocated to the royal household.
 
There reported income is so much lower than that of their colleagues, their finances are clearly divided differently.

I sincerely doubt they pay any ‘professional expenses’ (as clothing etc could easily be categorized that way) from their private income. And maybe some private expenses are also attributed to the Royal Household’s budget (for example private travel costs).

And of course, they receive housing from the state as well. I assume many of their bills are also paid from the royal household’s budget.
