Thank you for being such a diligent reporter, Prisma.
If you ever have the time, I'd be quite interested to know what you or other Imperial Family observers think of Nishimura's performance as Grand Steward.
I think Nishimura did well moving the agency to social media and updating its website. Although those moves seemed driven by the negative media coverage of Mako's marriage and her father's statements. The pandemic response was slow (6 months to start online visits?!) and Akishino residence costs / Kako's living situation could have been handled better. Some gaps in communication between Steward's office and Crown Prince household. Nishimura successfully oversaw the Crown Prince Proclamation and Prince Hisahito's Coming-of-Age ceremonies.I don't remember photos or videos of previous stewards' departures? The media thought enough of Nishimura to cover his last press conference and exit from IHA building.

On December 26th, the agency reported it will postpone increasing Imperial family personal expenses, citing "severe socio-economic situation, including rising prices." The amount was last adjusted in fiscal year 1996 and became eligible for adjustment after inflation % exceeded the threshold. Emperor Naruhito, Empress Masako, Crown Prince couple and other Imperial family members approved the decision to postpone. If the agency had pursued the increase, then:
- Inner Court "naiteihi" (Emperor's family, Emeritus couple) would increase by 12.3%
- Will remain at 324 million yen
- Outer Court "kozokuhi" (Akishino, Hitachi, Mikasa, Takamado) would increase by 13.1%
- currently estimated at 255,285,000 yen - already increased by 19.52 million yen due to Princesses Nobuko and Akiko becoming heads of household
