I think it needs a pin or necklace; it is a nice dress but too stark.

I like this very much. Normally I would agree that Letizia needs to add a necklace or brooch but this seems appropriate for the occasion. The length of the dress is perfect for the lower heels she needs to wear.

Yes I assumed the same as the Spanish government declared a three-day mourning period from Tuesday to Thursday.
The dress is nice but the overall look could have done with a bracelet for the event.
