Today the Prince of Wales met players from the Saudi Arabian women's national football team, accompanied by His Royal Highness Prince Abdulaziz bin Turki Al Faisal, Minister of Sport.

The Prince of Wales met with Prince Faisal bin Bandar bin Sultan Al Saud, president of the Saudi eSports Federation, and eSports industry leaders to learn how electronic games are becoming a major industry and a career option in the Kingdom.

I know the request came from the government for the Prince to visit Saudi Arabia but is he able to decline and have someone else sent in his place? Or is it because the visit would be with members of Saudi royalty(high ranking) that it was necessary for the heir to visit?

I don't believe that the Prince of Wales can decline this request from the Foreign Office unless there was a very serious reason to do so ie: illness etc.. This is the MIddle East and from what I've read, it would likely be considered an insult if the British equivalent of the Saudi's Crown Prince was not present. Even in that scenario either the visit would be rescheduled or perhaps another very senior male member of the BRF would go in his place ie the Duke of Edinburgh.

He definitely accomplished quite a bit in his time there. My favorite was when the young girls asked about Princess Kate. She always brings warmth and kindness to these visits (not that he doesn’t).Also when he went and planted the tree. Definitely reaffirmed his commitment to the environment.

Apparently it was the FCDOs "one big request of William this year" or so the Telegraph or the Times said anyway. I suspect if true this may have somewhat strategic - present William with only one visit you want him to make and it is hard for him to say no, it is his job after all. If he has been presented with multiple it would have been easier to say, "I'll do X and Y but not Saudi".
However, we'll never truly know.

Well yes & no.

The yes is that it's his job (although not contracturally) & he's expected to do his bit for UKplc.

The no is that he has no constitutional obligations whatsoever in this regard to the government.

When he's king then he'll have to follow ministerial advice & go wherever he's sent or entertain whosoever the government wants.

Case in point - it can't have been much fun for the late queen to have people like Ceausescu come to stay at BP.

Prince William begins his trip to Cornwall today at the Gear Farm Pasty Company, an award-winning family-run farm and bakery known for producing traditional Cornish pasties using home-grown ingredients.

The Duke of Cornwall will then visit Helston Community Fire Station to thank firefighters and multi-agency responders who worked tirelessly during and after Storm Goretti.
