No, at least not yet. Even though EU of course wish to have it's own version of Starlink, and so does any major country/alliance outside USA. No one dare be dependent of one company and one man. From today even less.
The Danish satellites are scientific, but of course they could have a military purpose if need be.
Converting a satellite that maps the ground with radar (LIDAR) to a military surveillance satellite should be a minor problem.

As you can tell from this photo, the satellites are very small and this easier and faster to manufacture and send up in large numbers. In the case of EU, from French Guyana.
