Why were the remains of King Victor Emmanuel III and Queen Elena transferred to the Sanctuary di Vicoforte and not to the Royal Crypt of the Basilica of Superga?

Because the Basilica di Superga is (perceived as) the burial place of the Kings of Sardinia (and of the Princes of the House of Savoy), while instead Vittorio Emanuele III was the King of Italy.
Since the Pantheon in Rome, burial place of the first two Kings of Italy, was unavailable for several reasons, the choice fell to the Sanctuary di Vicoforte.
