LATIN AMERICA: A COMMUNITY WITH OWN VOICE

The Summit XV Chiefs' of State and of Government of the Ibero-American Community of Nations meets this year in the Spanish city of Salamanca on the 14th and 15th of October. It is a question of giving them a new and energetic impulse to a forum that assembles, top-level, three European countries - Spain, Portugal and Andorra - and 19 Latin Americans. This is what we are called Latin America.
The Summit of Salamanca, which celebrates during the 30 anniversary of the proclamation of Don Juan Carlos I as King of Spain, will be the point of item of the General Iberoamericana Secretariat, a new instrument of the Latin-American system that will serve, among other things, to give follow-up to the programs resolved in the Summits.

Message of Welcome of S. M. the King

The Summit of the Latin-American Community of Nations returns this year to Spain, which already had received her in 1992. In Salamanca, cradle of saberes and beacon that has used as guide so many illustrious intellectual Spanish and Americans, we will celebrate its edition XV on the 14th and 15th of October; the historical and monumental city prepares to receive with the arms opened the maximum representatives of countries who us are very near and dear. The King not only inaugurated ' Baroques and neobarrocos ', also he was useful to visit the scenes of the near Latin-American Summit, accompanied of the vice-president of the Government, Maria Teresa Fernandez of the Vega; of the minister of Work, Jesus Caldera, and of the president of the Meeting of Castile and León, Juan Vicente Herrera.
After his stay in the DA2, the King had lunch in the National Inn, which will lodge some delegations. The Kings of Spain will receive to the assistants to the Ibero-American Summit of Salamanca that will be engalanará for the occasion

Mayor of Salamanca, Julian Lanzarote, assured today that the City council will put all its means to disposition of XV the Latin American Summit, that will be celebrated days 14 and 15 of October, and emphasized the implication and the "municipal complicity" in this "historical contecimiento" that agrees with the thirtieth anniversary of the coronation of Juan Carlos like King of Spain. The first official act of the summit will take place the 14 of October in the Consistorio. There, the Kings will offer an official reception to the Government and Chiefs of State after who, all will leave to the municipal balcony to salute to the salmantinos.
In this reception the City council will flatter to the attending authorities with opens letters of silver with a reproduction of the salmantina ágora; the DVD of Unique Salamanca, awarded recently in California; an exclusive edition of the book on the Greater seat, published in the occasion of the celebration of its 250 anniversary; a Latin American, material poetry anthology promotional of Salamanca and with a gold pendant with filigree charra for the spouses of such. As much the City council as the urban center will be adorned in the occasion of the recibimiento the Chiefs of State who will attend, for which the Team of Government is making improvements to embellish the city. In particular, the School of Orphans of the Conception, the Municipal Library of Gabriel and Gala'n, the church of San Juan de Sahún, the School Greater Fonseca Archbishop, the Tower of the Keeper of keys, the Palace of the Salt mine, the Palace of Abrantes and the church of San Pablo will inaugurate illumination through the agreement of collaboration with Iberdrola in the occasion of ' Salamanca 2005'. In addition, a new garden in the Lowest part of valley of the Palm will be constructed that will embellish the surroundings.

COMMEMORATIVE PLAQUES

The Kings of Spain, to their arrival to the City council, will discover in the vestibule a commemorative plaque of their visit, but this one will not be the unique one since, accompanied by the Chiefs of State and of Government they will open another one in the Seat of Anaya, memory to XV the Latin American Summit and its coincidence with the celebration of IV the centenary of the publication of the Quijote. In this plate it will appear the text of the work summit of Miguel de Cervantes: ' the freedom, Sancho, are one of the most precious gifts than to the men they gave skies, with her cannot equal the treasures that the Earth locks up nor the sea conceals."

The Kings, hosts in the second Latin-American Summit in Spain

The Kings will be the hosts in the Latin-American Summit that will be celebrated in Salamanca every next Friday and Saturday, the second one that takes Spain as a scene, after that of Madrid of 1992.
Don Juan Carlos is the only chief of Latin-American State who has been present at all the Summits celebrated up to the moment, a whole of fourteen, after the first one of Mexico in 1991.
Last year in San Jose of Costa Rica, the King proposed that Spain should receive this year, coinciding with thirty anniversary of his arrival to the Throne, which there will be commemorated in the middle of November, the fifteenth Summit, offer that was unanimously accepted by the rest of Latin-American agents chief executive.
The Kings accompanied by the Princes of Asturias, have foreseen Thursday comes to Salamanca in the middle of the evening, on eve of which they begin the works of the Summit, which it will conclude on Saturday evening.
In the first hour of Friday, before giving the official welcome to the participants, the King will have a breakfast with Vicente Fox. This meeting with the successive presidents of Mexico is already a tradition of the monarch in all the Summits. There will attend it also the prime minister, Jose Luis Rodríguez Zapatero.
At the same hour, the Princes of Asturias, accompanied by the secretary general of the UN, Kofi Annan, special guest to this Summit, will inaugurate in the Hostelry Fonseca the joint meeting of the Managerial I Encuentro and Civic I Encuentro Latin Americans, who are going to be celebrated in Salamanca in the frame of the Summit XV Latin-American.
Fonseca's palace, the former University and the Conference hall of Salamanca are three scenes of the city where there will be celebrated the meetings of work and other activities of the Summit.
In the Town hall of the capital charra, in the historical frame of its Major Plaza, that this year celebrates 250 anniversary of its construction, the Kings will give the welcome to the chiefs of State and of Government Latin Americans who will be present at the Summit.
After the regards, and put out to the principal balcony of the Town hall, they will be able to contemplate the beautiful panoramic one of this jewel of style plateresco that is the Major Plaza salmantina, before crossing by foot the distance that separates it from the former University.
Before its front worked in stone, and close to the Monk's impressive statue Luis de León, there will be done the official photo of the Summit, which the King will inaugurate at 14:00, in a solemn act that will be celebrated in Fonseca.
Later, and to closed door, the meetings works will happen, while the Queen and the rest of the first ladies will visit both cathedrals salmantinas, the old and the new one, the University, stopping in the library and the classroom in which there was giving classes Monk Luis de León, and San Esteban's Convent.
The first day of the Summit will conclude with a dinner offered by the Kings in the court of the Minor Schools.
The King - other one of his customs in the Summits - will have breakfast on Saturday with the Central American presidents, before attending the meetings works of this morning and to the last one, which will take place after the luncheon.
The King will declare closed the Summit XV Latin-American in the middle of the evening of Saturday, act that will be celebrated in the chapel of the College Fonseca.
Dona Sofía and other first ladies will initiate the Saturday day with a visit to the Center of Recovery of Physical Handicapped persons of Salamanca. Later they will walk along the Major Plaza and boundaries, and will visit the House of the Shells, the Royal Clergy and the Museum Marries Lis, which Art nouveau and Art Decó guards an important collection.

The Meetings Managerial and Social approach today the situation in the region as prelude of the Summit

Salamanca, on October 13 (EUROPE PRESS).

The city of Salamanca receives today separately them Managerial and Social Meeting Latin Americans in that there will be approached the situation and problems of the region as prelude to the chiefs' of State and government Summit of Friday and Saturday. Both meetings are two unpublished initiatives in the editions of the Latin-American Summits.

The Kings come to Salamanca for the Latin-American Summit XV

SALAMANCA (AFP) - Under a copious rain, don Juan Carlos and dona Sofía came this Thursday evening to Salamanca, where on Friday and Saturday there will be celebrated the Ibero-American Summit XV. In the airport, there were waiting for the Kings the prime minister, Jose Luis Rodríguez Zapatero, and hiswife.

The plane of the sovereign ones landed at 18:10 in Matacán's airport, to 14 km from the city Castilian - from Leon, where they were waiting for them with black umbrellas at the foot of the plane, besides the president and Sonsoles Espinosa, the first vice-president of the Executive, Maria Teresa Fernandez of the Vega.

On Friday, the monarches will receive in the Town hall of Salamanca 20 chiefs of State and of government Latin Americans, from where a walk is foreseen up to the historical building of the University of Salamanca, one of the most ancient and prestigious of Europe. At 2 p.m., the King will inaugurate officially the Latin-American Summit, which returns to Spain after that of 1992 in Madrid (the second one).

The Queen will visit next Saturday, the 15th of October the Center of Recovery of Physical Handicapped persons of Salamanca (CRMF) on the occasion of the celebration of the Summit XV Latin-American chiefs' of State and of Government that is celebrated in the city.
Taking advantage of the visit of the Queen, who will be accompanied of center by the secretary of State of Social Services, Families and Disability, Protection Valcarce, and by the First Ladies of the Latin-American countries participants in the Latin-American Summit, the center will present the Unit of New Technologies and Teleformación with Latin America, of recent implantation.

King gets together with Kofi Annan and the president of Uruguay

The King met this evening in Salamanca, in eve of which he begins the Summit XV Latin-American, with the secretary general of the UN, Kofi Annan, and with the president of Uruguay, Tabaré Vázquez.
These are the don Juan Carlos' first bilateral meetings with two of the attendees to the Latin-American Summit that tomorrow and past will meet in Salamanca.

Tomorrow, the King, the only chief of Latin-American State who has been present at all the Summits, will begin his day of work, before giving the welcome to his guests and of inaugurating officially the Summit, with a breakfast with the president of Mexico, Vicente Fox.
It is already a tradition for the Spanish monarch to have breakfast with the first Mexican agents chief executive the day in which it begins the Summit. At the breakfast Rodríguez Zapatero will be present also.

The Prince of Asturias asks to the Latin-American countries that they compromise with the democracy

SALAMANCA. - The Prince of Asturias has encouraged the attendees to the Latin-American Summit that begins today in Salamanca to construct societies compromised with the democracy and the Human rights. The meeting will possess the presence of the Kings of Spain and leaders of 22 countries, between which Fidel Castro will not be.

Don Felipe intervened this morning in the joint session of the forums Managerial and Civic Latin Americans assembled in Salamanca before the beginning of the Summit XV chiefs' of State and of Government.

The Prince of Asturias, who was accompanied by the first vice-president of the Government, Maria Teresa Fernandez of the Vega, and by secretary general of the UN, Kofi Annan, remembered in his intervention " effective will " to serve to the deepening of the relations of Spain with the Latin-American community.

Don Felipe asked the assembled ones in both forums, businessmen and representatives of social organizations of both sides of the Atlantic Ocean, to overturn their better efforts " to create the social conditions that make possible a human sure, just and equitable development, on which there settle themselves the bases of a worthy life ".
The Prince emphasized the need to invert in education, because it is "undoubtedly" the best guarantee to manage " an equality of opportunities capable of overcoming the blight of the poverty ".
