Moving of the Royal Court
 
During the reign of King Henry VI of England, a decision was made to remove the royal court from London to Coventry. Would not Parliament have to approve of such a decision?

Why? Courts in those days often moved location, especially in the summer months, in order that servants could clear up the filth and stenches in royal palaces that had been occupied for months. That wouldn't need Parliament's permission. If there was plague about or other diseases Courts would leave cities as well and move to the countryside.
