On June 27th, Emperor Naruhito and Empress Masako attended the 112th Japan Academy Prize ceremony at Japan Academy Hall in Taito, Tokyo. This year, 9 people were honored for outstanding academic achievements. A 10th person received the Duke of Edinburgh Prize which is awarded biennially. 2 winners presented their research to Their Majesties after the ceremony.

Again, the customary tea ceremony for winners at the Imperial Palace was canceled due to the pandemic.

On July 1st, Emperor Naruhito and Empress Masako attended the Japan-US Fulbright Exchange Program 70th Anniversary Ceremony at the Imperial Hotel in Chiyoda, Tokyo.

According to aides, Emperor Naruhito’s family were conserving electricity amid the heat wave in June. The government issued warnings from June 27-30. Lights inside and outside the Imperial residence were turned off as much as possible and thermostat setting for air conditioning was adjusted.

On July 1st, Emperor Naruhito and Empress Masako sent flowers for the 1st anniversary memorial ceremony of the landslide in Atami City, Shizuoka Prefecture to be held on the 3rd. Their Majesties last set flowers for a memorial event (other than government sponsored ceremonies) for the JR Fukuchiyama Line derailment accident in 2005.

On July 8th, Emperor Naruhito and Empress Masako remotely visited "Yoshino Children's Garden" in Mutsu City, Aomori Prefecture from the Imperial residence. The visit is related to Children’s Day, May 5. Their Majesties watched an informational video about the certified facility and interacted with elementary school students and volunteers such as high school and university students.

The table behind Their Majesties was decorated with figures of Aomori Prefecture's "goldfish nebuta."

July 8: Agency looks to revive regional visits by Emperor, Empress - The Japan News
With the Emperor and Empress unable to visit regional areas for more than 2½ years due to the pandemic, the Imperial Household Agency is closely monitoring various events, including J-League soccer matches, to help devise measures to prevent infection and allow the couple to resume their trips.

Regional visits by the Imperial couple and sporting events often involve similar conditions — people are densely packed together and there is a great deal of cheering.

The agency considered having the Imperial couple go to Shiga Prefecture for the National Tree Planting Festival in June, but gave up the idea because of concerns that the visit would lead to the spread of infections in the area.

The agency is not worried about the risk of infection for the Emperor and Empress, as they can ensure a certain distance between them and the people they meet. The concern is about the coronavirus possibly spreading among people who gather at train stations and along the streets to welcome the Imperial couple.

The next opportunities for a possible regional visit by the Emperor and Empress are Tochigi Prefecture in early October, where an event for the National Sports Festival will be held, and Okinawa Prefecture in late October to attend the National Cultural Festival.

An on-site survey will be conducted in August, two months prior to the events, and the agency and prefectural governments are closely monitoring the infection situation and making adjustments.

The duties of a symbol
The agency’s positive attitude toward resuming the Imperial couple’s regional visits stems only partly from the government policy of balancing infection control measures and socioeconomic activities. It is also based on the Emperor’s belief that it is important for the Emperor and Empress to be in direct contact with the public, to fulfill their duty as symbols of the state to “share the sufferings and joys of the people.”

During the years of the pandemic, the Emperor and Empress have interacted online with people in various regions.

While online communication has the advantage of enabling contact with people in mountainous areas and remote islands that are difficult to reach, the number of people who can participate is limited and the depth of the interaction is not as great as that of in-person communication.

Other members of the Imperial family have resumed overnight visits to regional areas since this spring.

Crown Prince Akishino and Crown Princess Kiko visited Mie, Nara and Kyoto prefectures when they visited Ise Shrine in April. Since then, they have also attended events in Gifu, Tochigi, and Hiroshima prefectures.

The agency has avoided having them use terminal stations with many passengers so that people do not crowd together, and has conducted PCR tests on accompanying staff members.

Princess Nobuko and Princess Akiko of Mikasa have visited Fukuoka Prefecture and Hokkaido to attend events.

The Presidential couple mentioned the Japanese-Indonesian hybrid carp at the Imperial Palace's ponds. Empress Masako asked Mrs. Widodo about her birthplace and her work promoting measures against infectious diseases in children. President Joko Widodo said a Japanese company is building a subway. His Majesty said, "I am pleased that Japanese technology is contributing to the development of Indonesia."

Emperor Naruhito met US President Biden in May but as a couple, they last received foreign guests in December 2019.

Thank you for the information. Hopefully this is a step in recovery for the Empress. I like that the couple scrupulously adhered to apolitical topics (as indeed is required and expected of them) - the hybrid carp is perfect for that purpose.

On August 15th, Emperor Naruhito and Empress Masako attended the national memorial ceremony for the war dead, commemorating the 77th anniversary of Japan's surrender in World War II at Nippon Budokan in Chiyoda, Tokyo.

About 1,000 people attended including 600 bereaved family members due to pandemic restrictions. The attendee number increased from last year's ~200 total with 53 family members when Japan was under a state of emergency. Some 6,000 people attended the event pre-pandemic. [Asahi]

On September 5th, Emperor Naruhito and Empress Masako attended the 150th anniversary ceremony of the promulgation of the "Gakusei" law, which established Japan's modern education system, at the National Theater in Chiyoda, Tokyo.

Educator commendations were given to 155 elementary, middle, and high school principals who contributed to the promotion of school education.

On September 9th, Emperor Naruhito and Empress Masako met President Surangel S. Whipps of Palau and First Lady Valerie Whipps at the Imperial residence for about 30 minutes.

President Whipps mentioned the Emeritus couple's visit in April 2015. Emperor Naruhito expressed heartfelt gratitude for the people of Palau for their efforts to clean up the cenotaphs and cemeteries after the war, even though they suffered severe war damage. The President said it was an opportunity to recognize the importance of reconciliation and peace. Emperor Naruhito also asked about the impact of climate change on Palau.

On September 12th, Emperor Naruhito and Empress Masako attended the 75th anniversary ceremony of the Japan Bereaved Family Association at Hotel New Otani in Chiyoda, Tokyo. The association was founded in 1947 to help families of the war dead and holds ceremonies every 5 years. About 300 people attended including Prime Minister Fumio Kishida. Representatives of family associations from each prefecture continuing to support the bereaved were commended.

Covid anti-infection measures:
- all travel by car

This could be their first domestic visit outside Tokyo in 2 years and 8 months, since January 2020.

Well, if they travel to the UK for a funeral - they should also be allowed to travel outside of Tokyo within Japan...
 
The IHA has been extremely cautious about Their Majesties' travel. The UK state funeral is special trip although I think the October 1 National Sports Festival would have been in-person anyway. I just hope Covid infection situation remains stable or decreases because if it increases, the agency could switch to remote attendance.

October 22: arrival, briefing with governor
October 23: opening ceremony, cultural events, departure

Imperial Household Agency cautions Emperor Naruhito will visit alone if Empress Masako is not feeling well.

The trip will be their first overnight regional visit in 2 years and 11 months. Emperor Naruhito last visited Okinawa in 2010 as crown prince. As a couple, they last visited as crown prince and princess in July 1997.

On the evening of October 3rd, Princess Sonam Dechen Wangchuck of Bhutan and her sons visited Emperor Naruhito, Empress Masako and Princess Aiko at the Imperial residence.
The Bhutanese royals visited the Akishino family in the afternoon.

On October 6th, Emperor Naruhito and Empress Masako attended the 150th anniversary ceremony of Japan's railway system at Tokyo Station Hotel. About 110 people attended including members of the Diet, government officials, and executives from seven JR companies.

While highlighting the railways' contribution to Japan's prosperity and benefits, Emperor Naruhito also touched on the impact of declining population and the pandemic, hoping the system will overcome difficulties to continue supporting the people and economy.

The Imperial couple will visit to Okinawa October 22-23 for the National Cultural Festival and the National Art and Cultural Festival for Persons with Disabilities' opening ceremonies. Their Majesties invited the professor to deepen their understanding before the visit.

The Imperial Household Agency announced Emperor Naruhito and Empress Masako will visit Hyogo Prefecture November 12-13 for the National Sea Enrichment Convention in Akashi City. Emperor Naruhito will attend alone if Empress Masako is not feeling well.

On October 22nd, Emperor Naruhito and Empress Masako boarded a special plane from Haneda Airport to Okinawa around 10am, beginning a 2-day visit. They arrived at Naha Airport after 1pm and went to National Okinawa War Cemetery in Itoman City to lay flowers and meet families of the war dead.

On October 23rd, Emperor Naruhito and Empress Masako attended the opening ceremony of the 37th National Cultural Festival and the 22nd National Art and Cultural Festival for Persons with Disabilities in Ginowan City, Okinawa Prefecture.

They met cultural festival performers. Afterwards, the Imperial couple changed into Kariyushi clothes (style originating in Okinawa) for a training session of Okinawa's traditional instrument, the sanshin, at Ginowan City Gymnasium and visited a craft workshop at "Okinawa Kogei no Mori" in Tomigusuku City.

Emperor Naruhito said Sunday he is "sincerely pleased" that art and cultural festivals are being held in Okinawa this year, the 50th anniversary of the southern island prefecture's reversion to Japan.

On October 27th, Emperor Naruhito and Empress Masako attended the opening ceremony of "Global Environmental Action (GEA) International Conference 2022" at Tokyo Prince Hotel in Minato, Tokyo. This year's theme is "Challenges and Opportunities for Sustainable Climate Change, Energy, and Food Security."

The conference is held every other year, and this is the 13th time Emperor Naruhito has attended the opening ceremony.

German Official Visit to Japan - November 1st - November 3rd, 2022

From November 1st to 3rd, H.E. Dr. Frank-Walter Steinmeier, President of the Federal Republic of Germany and his wife will make an official visit to Japan.

During their stay in Japan, Their Majesties the Emperor and Empress are scheduled to meet with President Steinmeier and his wife. In addition, Prime Minister Fumio Kishida will meet with President Steinmeier and host a dinner.
The Federal Republic of Germany, which holds the G7 presidency this year, is an important partner that shares fundamental values with Japan. The visit of President Steinmeier to Japan is expected to further strengthen the relationship between Japan and the Federal Republic of Germany increase.

On November 2nd, Emperor Naruhito and Empress Masako met Dr. Frank-Walter Steinmeier, President of the Federal Republic of Germany and his wife Elke Büdenbender at the Imperial residence. Topics included water issues, Germany's floods in the summer, FIFA World Cup (Japan and Germany will face each other in the first match), and daughters. Besides English, Empress Masako and Elke Büdenbender occasionally conversed in German. The audience was about 35 minutes.

On November 4th Emperor Naruhito and Empress Masako met former members of the Japan Overseas Cooperation Volunteers (JOCV) and the president of the Japan International Cooperation Agency (JICA) at the Imperial residence. The 3 volunteers worked in Laos, Rwanda, and the Dominican Republic. Although their work was interrupted by the pandemic, forcing them to return to Japan, the volunteers keep contact with locals online and eventually returned to the countries.

On November 12th, Emperor Naruhito and Empress Masako began a 2-day visit to Hyogo Prefecture for the 41st National Sea Enrichment Convention. They flew to Kobe City, arriving before noon and visited supercomputer "Fugaku" at RIKEN Computational Science Research Center.

In the evening, the couple met elementary and junior high school students who received the Governor's prize in a painting and calligraphy competition related to the convention. They also met people involved in the fishing industry.
