Its not uncommon that arab royals do such events in private without any agency or even personal photographers allowed.
This visit is unusual regarding protocol too, F&L are not peers of Abdullah II & Rania although they are in the same age group (eg Charles & Camilla were received by F&L, not by JC and Sofia and Jordan's CP is too young for duty as yet). Maybe for that reason too they want to avoid a high profile reception at the palace. Jordanian and Spanish royals have close private ties and that is being reflected here.

It has not been said whether it is a private lunch or not like the dinner, also waiting for confirmation which royals they will meet with for the lunch.
