Queen Noor with the Reagans early 80's
The dress I believe is by Oscar de la Renta. Saw an old photo recently of Nancy Kissinger wearing the same dress during the same time frame (early 1980's).

BTW, this turquoise necklace has always been my favourite. The Queen should wear it more often - I mean, at least I'd love to see it again some time.
