I had to look up who this Tania de Bourbon de Parme is. She is from the "Danish" Bourbon-Parmas, I see. She was married and had issue with the famous French chansonnier Gilbert Bécaud.

No because the previous Duke considered the liaison as dynastic. Where that ridiculous claim by the Bourbon-Parmas come from is a mystery. They descend from the Spanish Bourbons and the Italian Farneses. An immensely impressive ancestry. It is a total mystery why they put energy in this Carlism. And the previous Duke of Parma gave his word as a man of honour, as a royal prince, to his royal cousin, Don Juan Carlos, that he recognized him. Too bad that Don Juan Carlos did not use this funeral to publicly slap the Duke of Parma in his face, to bring him back to reality.

Indeed, shortly before he died the late duke of Parma created the title 'Countess of Molina' for then Annemarie Gualthérie van Weezel. The marriage was thus considered dynastic.

This is merely a guess, but given that from the Carlist point of view, the heads of their house are sovereigns of Spain, my guess is that one of the Carlist kings exercised his royal prerogative to "repeal" the Spanish legislation which established that dynastic marriages must be equal.

Since the marriage was recognised by the Head of the House it is dynastic.
The House had already started to revise the old rules about equal marriages since the current Duke's grandmother was a mere Bourbon-Busset, daughter of the Count de Lignieres. Although not accepted as an equal marriage at the time it happened it was later recognised both by the Bourbon-Parmas and the Carlists.

They seem to enjoy their position as pretenders to the throne/headship of the House of Bourbon-Parma; at first they only did their yearly pilgrimage to Parma but nowadays they also attend activities in Spain and have semi-official visits to various places in Italy.

Carlos is NOT a pretender to the "headship"of the House de Bourbon de Parme,he IS head of that House.

How is it with Hugo? Has he already been incorporated in the Nobility of the Kingdom of the Netherlands? I have not seen a Royal Decree yet?
To have the conclusion of the Raad van State implemented, the King needs to issue a Royal Decree.

Haven't seen or read anything indeed; rather strange given how he fought for it to happen.
On another note; only now I realized why the (impending) birth of Victoria in 2017 wasn't a big issue for prince Henri's side of the family but mainly for archduchess Gabriella's. As two (out of three) of his sisters also had children out of wedlock: princess Marie Gabrielle (still unmarried) had a son named Mark (de Bourbon de Parme) in 2003 - at the age of 20; father unknown? - and princess Alexia had a daughter named Rebecca (Davis) in 2004 -at the age of 19 - and married the father in 2007. So, Henri was at least a few years older (26) than his sisters when his daughter was born.

Maybe it will be published in the Fifteenth List of Nobility. The Eerste Adelslijst (First List of Nobility) was issued in 1825. That was the first complete register of all nobles in the Kingdom of the Netherlands (including today's Belgium) and the Grand-Duchy of Luxembourg (the Dutch Kings were Grand-Dukes of Luxembourg as well).
Since then periodically addendums are published on this Eerste Adelslijst (First List of Nobility).
For an example:
1938
Twelfth List of Nobility (addendums to the List of Nobility)
1982
Thirteenth List of Nobility (addendums to the List of Nobility)
2004
Fourteenth List of Nobility (addendums to the List of Nobility)
I think Hugo already is a De Bourbon de Parme, but probably only visible for us when sometime the Fifteenth List of Nobility is published in the State Gazette.

Duke Carlos swore the Furs of Valencia, the laws of the Kingdom of Valencia, at the end of a mass at the Cathedral of Valencia, Spain, last weekend.
The Archbishop of Valencia, Antonio Cañizares, had been against the ceremony and left the cathedral prior to the act.
María Teresa de Borbón-Parma attended the mass and ceremony as well:
