Grand Duke Georgi has attended the Bal of Riviera. Rebecca Bettarini was also there.....
 
Rebecca Virginia Bettarini is one of the Goodwill Ambassadors for the Imperial Foundation for Cancer Research.

Her biography there states that she holds a masters degree in International and European Law and currently works in the aerospace sector.

The Foundation was established by Grand Duke George last year.

A belated answer: yes, that is Prince Franz-Wilhelm of Prussia.

The attached photo is also from the Leiningen/Prussia wedding - it shows Grand Duchess Maria, Grand Duke George, Prince Franz-Wilhelm, and the prince’s companion.

When he was younger she came often in Brussels. He was a kind man spreaking a perfect french. He had a girlfriend . Now I don't know what he is doing.

On 10 January the military and state leader of Russia, Colonel-General V.L. Manilov became 80 years old.
On this occassion GD Georgi awarded the signs of the Order of the White Eagle to Colonel-General V. L. Manilov on 22 March

Will he be finally allowed to marry her , they are together since years.
 
And who forbids him to marry her? He is an adult and free man.
 
According to the law of succession of the Imperial House of Russia, Grand Duke Georgi must married with the other Royal Lady otherwise his children have no right of succession to the throne.
 
He should live a normal life and not worry about the non-existant throne.
Russia is a republic.

He wouldn’t want to risk any objections being raised against his succession rights In the event that the monarchy was ever restored in Russia.

Besides, regardless of who he is dating now or has been dating for the past years, I don’t think an equal marriage should be a big deal for someone like Georgi. There are plenty of ladies from former ruling families in Germany , Austria or southern Europe who are part of the same social circles he moves in. Religion might be an obstacle though as the bride would have to agree to convert and join the Russian Orthodix church.
