It would include the jewellery, private homes (not the ones the family is allowed to live in by the state), stocks, bonds, private art (not the stuff owned by the state).
And that's where the problem lies -- I think some of the state assets, like the Grand Ducal Palace, are being included in that sum, because the Luxembourg's would have had an incredibly short time to build up such a fortune (since 1890) and if they actually have that much that would indicate a sizable chunk of it is in stocks, which are volatile, to say the least.
They don't have an art collection like Liechtenstein, or a jewellery collection like the Windsors or Oranges. That amount was based on the fact that Luxembourg has a lot of banks, but that doesn't mean the family has an interest in all those banks.
They should easily have 200 million euros, but, since we don't know about their financial interests, we can't really, definitely, ascribe much more to them. They don't have huge landed estates, or a casino, or priceless art, or a treasure trove of jewels -- all these things make their fellow Euro royals much wealthier than just cash and stocks alone.

Oh, I'm pretty sure it is. And I'm also pretty sure that it's not 4 billion. Magazines tend to grossly overstimate.
Hans-Adam of Liechtenstein is Europe's wealthiest royal- he has about 2.2 billion- and that figure includes things like his gigantic art collection. So, it includes his assets- he doesn't have 2.2 billion in cold, hard cash.

Lux royals - poorest in Europe?
Is the Grand Ducal family the poorest royal family in Europe?
I read an article somewhere some years back that compared the wealth of the various royal families. Unfortunately I can't remember where this was printed. I believe it only compared the European reigning houses. Anyway, IIRC, the article said that the Lichtenstein RF was the richest but the Lux. family was the poorest. Can anyone verify / debunk this story? Or at least point me to where the article is so I can go refresh my memory? Many thanks in advance.

Actually I heard they are the richest after Britain's. I could be wrong though. They have an estimated 3-4 billion dollars American in net worth I think.

Maybe they don't won't to be judged by the amount of money they have or highlight the fact that they are more well off then most of us will ever be, this would make sense as most royals try to be seen as everyday people and are seen as trying to relate to the "common man"

Impertinent subject,but while we're at it,the Luxumbourg GD Family is top notch,small as the country is,financially they equal QEII if not more.Remember,Luxembourg is a major financial center in Europe,they play it down,but still....

I think that it is nice that the Lux royals play down their wealth. In today's world, it can look really irresponsible and callous to grossly flaunt wealth (I'm not saying that there are any royal families who do this-certain celebs come to mind instead). The Lux royals seem very down to earth.

The Windsors' personal wealth is around L350m if you only take into account their private property (the rest belongs to the crown and is held in trust for the nation/taxpayers), and even a large portion of that money is held in stuff like art, houses, furniture, jewels -- not in cash. In terms of cash, the PoW gets the most in the family (The Queen gets about L6m less and has to spend a lot of her money on relatives and maintaining Sandringham and Balmoral).
Liechtenstein has the greatest private wealth, while Belgium and Denmark both claim less than $20m, and Sweden was around $20m before the stock market slumps. Norway refuses to comment, Spain has amassed an estimated E30m (from where, no one knows because they were destitute before the restoration). Luxembourg isn't poor, but there's no way we can assume that the family is obscenely rich. Their main assets would be what Adolphe had, since no one who has married in since then came with a fortune (Felix was a younger son, Josephine-Charlotte was a Belgian, and Maria Teresa's family lost their great wealth in the revolution). I wouldn't be surprised if Sibylla alone has more money than her in-laws combined.
