They can vote in either place, it depends on where they register to vote.

I think one of the reasons is likely to encourage people to get out and vote. Seeing public figures voting, may encourage others to.
And like said, they aren't promoting any actual politicians or views. Just the actual act of voting nd being active in how things are done.
In Luxembourg it is mandatory for anyone who is a registered voter, to vote (unless over 75 or they are living outside their community). In Belgium you are automatically registered at 18 and its mandatory.

Seems like a good move as the photographers and media would also probably be able to get information on what political stance members of the GDF take, so it's best they have a photocall this way.

At the invitation of their Royal Highnesses the Grand Duke and Grand Duchess, the King and Queen of the Belgians will pay a 3-day State Visit to Luxembourg on 15 to 17 October 2019.
Both the Grand Duke and the King are grandsons of the late Belgian King, Leopold III.

I also think it may be the beginning of Princess Amalia's preparation as heiress of Luxembourg. So over time she gets to know the habits and traditions of family and Luxembourg.

i don't think it would be announced. in fact, as it stands, guillaume is the next in line, followed by felix, followed by amalia, so it is a matter of going through the list of succession in due time, and if it ever reaches felix, and if guillaume becomes GD with no issue then we'd know it may be amalia that becomes grand duchess one day. i highly doubt they'd announce that as it would put guillaume and stephanie in an awkward situation towards the public eye.

If at some point it becomes obviously clear that Amalia will be the future grand duchess, I could see the grand duke (whether it be the current one or Guillaume) granting her and her younger brother the titles of prince(ss) of Luxembourg; for now, they are 'just' prince(ss) of Nassau.

Interesting that Guillaume and Stephanie weren't there, I thought they had moved back to Luxembourg now?
I guess it would be somewhat insensitive to make anything "official" about Amalia's possible succession as it would show/imply official recognition of the fact Gui & Steph can't or are unlikely to have children. For now there is still Guillaume and theoretically Felix's reign to get through so I don't see an announcement until Guillaume and Stephanie reach an old age at the minimum IMO.

Last week we saw an official act at the palace when Princess Elisabeth of Belgium, Duchess of Brabant, became 18. This was never done for her father King Philippe because back then at the age of 18: that was Prince Albert, Prince of Liège (Elisabeth's grandfather).
Princess Amalia of Nassau is in the same situation when she becomes 18. Not she is the heir but her uncle Prince Guillaume and then her father Prince Félix. And always and ever there is the chance that the hereditary grand-ducal couple "is in blessed circumstances". One never knows.

Nice to see Amalia and Liam there - sweet to see that Amalia bought a little plush friend along with her! 
I agree that it's perhaps a bit insensitive to officially declare Amalia as the future Grand Duchess but at the way things have been heading it seems like that'll sadly be the situation. Having said that, Stephanie is only 35, so she could certainly still have a child in the next few years. My mother was 40 when she had me (but obviously didn't have a throne to worry about!  ) and Lady Nicholas Windsor had her latest child at 45, so hope hasn't been lost for Guillaume and Stephanie if they want to have children.

I am curious to know that as well.
It is a little surprising the Grand Duke's sisters were absent, since if my memory serves me correctly they are regular attendees at the corresponding event for the deceased members of the Belgian royal family.
