Not sure. Perhaps 1995 New Year's. This grid of CP Masako's tiara appearances up to 2015 show her wearing a tiara for "1995.01.01" with tiaras for subsequent new years.

Oooh! The KIKUYOU Court Culture Institute is taking orders for the 2019 Imperial family wall and desktop calendars. Several are new photos: the Imperial couple taking a stroll, the Crown Prince couple on their 25th anniversary, and Akishino family in casual clothes.

A better photo of Naruhito and Masako from Asahi. The labels under the images use new titles after May. Naruhito and Masako are"Their Majesties the Emperor and Empress"; Akishino family as "Crown Prince family."
2019 is labeled as "new era" or Heisei 31

The catalog for the Meiji 150th Anniversary Imperial Culture exhibition includes what appears to be Princess Akiko's 20th birthday photos. The tweet also mentions Prince Mikasa's 1941 wedding bonbonniere was made of duralumin.

ETA: Hmm, it seems "hōkan" is generic for royal crown.

The instruments to create the golden ornament are called "kamiagegu" (objects to lift the hair):
- "hirakushi" a comb is pressed horizontally into the wig called "marukamoji"
- flat, pronged piece "hirabitai" is placed against the comb
- pins with flattened tops "hirakansaji” secure the "hirabitai" in the center
- pins with rounded tops "marukansaji” secure the ends of the "hirabitai"
- purple rope also holds the ornament in place
