The palace, the flag, the dress, the necklace, the bracelet ... the whole staging ... and the queen is barefoot ... I understand that she is at home, but there are a lot of comfortable shoes ...

Covid has turned some of our norms a bit upside down, hasn't it:) I kinda like that she works with her shoes off!! I know it may seem odd, but as you said, she does work from home. The video camera isn't trained on her feet under the table. We only know about her barefeet because of the separate still photos documenting her video conferences;) Most likely the room itself isn't staged so much as Maxima just happens to be in a room in a royal palace.

Queen Maxima is such an intelligent highly educated polyglot with a Masters degree in economics. Many of her conferences aren't just a formality of niceties but actual lengthy functional working meetings with international leaders, the UN Secretary General, etc. trying to help women and children who live in poverty throughout the world. If she can kick off her shoes during a long meeting, why not.

She is at home and nobody from the videocall can see her feet. Can't blame her for getting rid of the shoes, in her own house.
If their had not been this promotionsl pictures, we wouldn't have known either.
