According to this article, Máxima carried several times a protocol book:
"Gabriela Fiori, owns a shop in Jujuy, where she sells bags&belts. Princess Máxima visited her last year with her mother-in-law, as she wanted to buy bags. The Princess asked for special size bags so as to take with her the book of protocol"

This speaks about her good will to accomplish her duty as a princess. She could know very well god manners, but protocol is not only good manners and all the Courts has different ones...
