Yes, it's very common to see the Norwegian royals in connection with military exercises. This time there is an added touch, due to the situation along the Ukrainian-Russian border.
Most NATO countries are now deploying something to either the Baltic countries, Eastern Europe, the Baltic or the Back Sea.

I don't know what Norway is deploying. I imagine they are reinforcing their forces in Finnmark to the far north.

If Mr. Aanmoen's translation ("Norway has condemned the invasion and supports Ukraine in several ways.") is faithful to the Norwegian, the Crown Prince's statement seems to be not so much condemning the Russian government's attack in his personal capacity as noting the Norwegian government's condemnation of it (which I think is fine in a ceremonial monarchy).

Crown Prince Haakon continued his visit to the military exercise Cold Response today, March 22. The following report includes both photos of today and of yesterday:

H.K.H. Kronprins Haakon visited today air departments at Evenes and in Bodø in connection with the exercise Cold Response 22.
The Crown Prince first got a meeting with the QRA readiness at Evenes, before he got a closer look at the newest aircraft in the Air Force, P-8 Poseidon.
The trip continued to Bodø in an American C-130 transport plane. At the base in Bodø, which houses around 2000 Americans, he visited the US Marine Corps, where he greeted several of our allied soldiers and gained a good insight into allied air operations and cooperation.
