 The Prince's trust should not be expected to change the people it helps, IMO. Everyone knows the trust helps youngsters who are unemployed or ex offenders.
It is very sad but perhaps Annabel should have realised this and advised her son accordingly. It would be tantamount to a person leaving money to Heart UK with the caveat that the money is to be used to buy exercise equipment for the obese.

I do not know. I think they could bend the rules to accomodate in this case. They can also evolve a bit, according to the chances that are presented.

 The worry there, for me, would be what if the next person only wants the money to help white unemployed youngsters or not to help offenders, it could become the thin edge of the wedge.
They are asking the charity to set up a separate fund, do we then get to the stage where the donations from wealthy people are given 'with conditions' only to a certain group?

I would not worry about future eventual cases (that is what I would do, not a suggestion) imo a waste of time
I suppose the Trust could not accept an inheretance if they felt they could not live up to the wishes of the deceased. Helping farmers who are having a difficult time would seem appealing, they could perhaps stipulate that farmers would be helped if they went green. But it is a complicated matter about which I know very little, so I am just rambling on
