Prince Charles of Luxembourg and Joan Douglas Dillon: 1 March 1967
Prince Charles of Luxembourg married at St. Edward's, in Sutton Park, Guildford, Surrey, on 1 March 1967 the Joan Douglas Dillon, daughter of U.S. Treasury Secretary C. Douglas Dillon and wife Phyllis Chess Ellsworth. As an unprecedented marriage between a prince of Luxembourg's reigning family and a commoner, Charles's brother, Grand Duke Jean, issued a decree to authorize the union as dynastic on 16 February 1967.
Prince Charles of Luxembourg, was a younger son of Grand Duchess Charlotte and Prince Felix of Bourbon-Parma.

Prince Charles and his wife Joan Dillon had two children, who are also princes of Nassau and princes of Luxembourg.

Charles' children aren't princes of Luxembourg as that style is limited to children of the GD and HGD, they are indeed princes of Nassau.

No, your original post was correct. The style "of Luxembourg" was not limited to children of the grand duke and hereditary grand duke until the grand-ducal decree of September 21, 1995. The children of Prince Charles and Princess Joan, who were born several decades before, retained their style of Princess and Prince of Luxembourg.
See for example the website of their family winery where Prince Robert is styled "Prince Robert of Luxembourg".

They are Prince/Princess of Luxembourg as that Title was only limited by GD Jean in 1995 for the children of the GD and HGD.

Joan Dillon had previously married James Mosely in Paris, France on August 1, 1953.
They divorced on December 12, 1955.
The marriage was annulled in Rome, Italy on June 22, 1963.
