Has it been confirmed that there will be a tiara dinner ? Sometimes state visits from presidents are more low key, as was the case when the Turkish president was in Belgium last year.

There were tiaras at the state dinner for the Chinese president in 2014. There were none for the Turquish president last year, but that visit was down-scaled because of the political situation. So I assume that there will be a full State Banquet with tiaras at the visit from President Gauck. I hope that both Astrid and Claire will be there, but we will have to wait and see. At the Chinese visit Laurent & Claire didn't attend. We can't be sure that they will attend this time. And Astrid's attendance probably will also be subject to her agenda.

Do Prince Laurent and Princess Claire normally attend State Banquets?

They usually did during the reign of King Albert II.

The attended some of the State Banquets during his father's reign, but not as often as Philippe and Astid and their spouses. During Philippe's reign there was only one state banquet with tiaras so far, and that was attended only by the King, Queen, Princess Astrid and AD Lorenz.
Iirc, there was another Laurent-crisis at the time. Wasn't he complaining about money in 2014? Back then it was assumed that his missing the banquet had to do with that. It doesn't seem that he is any happier with his royal role these days, so I would be surprised to see him and Claire at this visit.

Prince Laurent was hospitalized and comatose during the Chinese State visit, so his absence back then is no indicator for his future attendance.
Could be quite instructive for him to be there. His Stasi comments have shown that he is in need of some lessons on this system of oppression and injustice and President Gauck is THE expert to give him some insight.
Re K Albert and Q Paola: it would have been really helpful if they had given a clear statement on which events they intend to attend after their retirement. There is too much focus on their non-presence now imo.

The State Banquet at the Château de Laeken in honour of the Chinese President was a white-tie event, like the banquet in the Netherlands shortly before ( picture).
Here you see a nice picture from inside the Château de Laeken (click to blow to XL). Sadly some politicians like Mr André Flahaut, the Chairman of the House of Representatives (at the right of the picture) appeared in the same sweaty polyester suit he wore earlier that day, chairing the House. Probably showing his electorate that he is "a true socialist" and does not wish "to bow to bourgeois traditions". In the meantime "the true socialist" nevertheless enjoyed the most exquisite wines and the finest food, siding at a table with communists (whom adapted to the dresscode wearing stylish black traditional costume).
I expect diadems by the ladies from the Belgian royal family for the visit of the German President and his partner.

Thanks, Duc et Pair.
If it is indeed a tiara event, I assume it wiill be similar to the banquet held in honor of the Chinese president, meaning Queen Mathilde will probably wear the base of the Nine Provinces or the Wolfers tiara. I doubt Queen Paola will attend, but if she did, she would wear her Art Deco tiara as usual (personally, I'd like to see Mathilde again with the Art Deco diadem, but that is unlikely to happen).
I also think Mathilde will reserve the full version of the Nine Provinces for a more regal event like King Carl XVI Gustaf's birthday gala dinner or the state visit to the Netherlands. Or she may surprise us in Sweden, the Netherlands, or in the state visit to Japan wearing Queen Fabiola's Spanish tiara (now owned by the Queen's Help Fund ?).

So we're having a first vague picture of the state banquet tonight on Twitter:

Seems to be a small diamond tiara for Queen Mathilde. We will have to wait for other better pics to define wich one it is.

Think so, it looks like it actually. However, I'm not sure. Hoping for better pics soon.

Obviously not official, horrid quality, bad angles and distance. Looks like Astrid has a bigger tiara then her SIL. Seems odd the queen is wearing smaller. Maybe just the angle. Hope for some official photos soon.
