Sometimes royal jewels are owned by the State and held in trust by the Sovereign to perform his/her ceremonial representation role on behalf of the State. That is not
the case though in Belgium. The tiaras worn by Mathilde and Astrid on the German banquet are both privately owned. If they want to wear them, it is nobody else's business then.
