Yes it will be jointly inaugurated by The President of India and the King of Belgium.
Moreover, this is a sort of returning the State Visit to India made by King Albert and Queen Paola last year.

It is a State Visit as mentioned in The President's Facebook page.
The King and Queen of Belgium made a State visit to India last year. So a return visit is due. So now The President is visiting on the invitation of The King.
In India, Presidents conduct only ceremonial State Visits, just like constitutional monarchs of Europe. Business happens, but not that much. Some important events like Europalia India are scheduled to coincide. It is more of a symbolism of the highest level of ties between two nations.
Prime Minister's visits are 'mere' official visits but actually more power-packed, since lot of real business occurs at that time..

No King for the concert , Princess Claire was sitting on the King's Chair and Prince Laurent a small guest chair and did not enjoy the concert at all.

It is unusual to see such streamlined version of the Belgian Royal family. I guess we have to get used to it.
Prince Laurent's jacket appears to be too small for him.

Queen Mathilde is of course smiling to Queen Paola , she is a very kind Lady.
