For consistency sake it would've been better had they either not used any titles (for any of the gentlemen mentioned in one sentence) or used titles for both (even though the prince normally doesn't use it in his professional life). So, let's fix it:

I don't think he uses it professionally as you say. I've read a few interviews with him over the years (this massacre is far, far from the only one horrifically) and most publications don't use it whilst addressing him.

Nor does he use it on his social media.

I imagine using a Belgian title in the Congo might be considered impolitic? Although it's pretty obvious just from his name. Or maybe he simply prefers "Dr".

To me it was all about the inconsistency within one sentence... Even though I understand that William normally uses his title and Emmanuel doesn't.

Prince William will be heading to Dubai, UAE on February 10, 2022. This will be his first visit to the United Arab Emirates.I believe that this is his first official overseas visit since March 2020.

Are United4Wildlife and EarthshotPrize not primarily his own initiatives? So why the 'at the request of the government'? It seems more likely that the government was asked by William's entourage to request him to go...

The full press release stated that the Government requested he go to participate in the UK National Day take over of the Dubai Expo to promote "Global Britain" which is more than just his wildlife charities. It also mentions that he will be meeting with government officials.

It seems likely that the FCO and KP co ordinated the chance to do both - to promote UK interests officially post Brexit and the chance to promote Earthshot.
