Greater powers for Majlis Oman

Royal Decree No 99/2011 issued on Wednesday widens the powers of Majlis Oman and some provisions of the Basic Law of the State. The members of the Majlises can now take part in proposing laws and can also suggest changes in government regulations. The 84-member Majlis Ash’shura which was elected last week, will now be able to elect its speaker, according to the new decree by His Majesty the Sultan. The Council will also be able to grill ministers.

Sultan Qaboos also amended the process of choosing his successor, by appointing five top officials to a Council that would be involved in confirming the new sultan to overcome any possible Royal Family Council dispute.

His Majesty the Sultan directs govt to launch projects in Musandam

Within the framework of the interest accorded by His Majesty Sultan Qaboos Bin Said to enhancing different fields of development to cover different parts of the sultanate, and in a bid to meet the basic requirements for all regions resulting from population expansion, His Majesty has directed the government to start implementing the following projects in the Governorate of Musandam.

Oman’s administrative structure revamped

The sultanate’s administrative structure has been revamped by the addition of seven new governorates taking the total number of governorates to 11. On Wednesday, Sultan Qaboos bin Said issued 12 Royal Decrees, of which Royal Decree 114/2011 endorses the administrative division of the sultanate and regulates the work of governors.

Honourable members of the Council of Oman, dear citizens;
In the Name of God, the Most High, the Almighty, we inaugurate the fifth term of the Council of Oman on this blessed day, thanking God for His bounties, His abundant generosity and His providence to enable Oman to achieve further development, progress and prosperity, for He is the one who responds to prayers.


We spoke before, on this same glorious occasion, about Oman’s Shura experiment and about the gradual path we chose to build it on firm foundations and stable pillars that will ensure its natural growth, meet the requirements of each phase of national work, and also respond to the community’s needs and – by applying wisdom in its vision and in the implementation of its procedures – fulfil its aspirations of contributing more effectively to the decision-making process for the higher interest of the country and citizens.

[4 November 2011] : Kuwait, Omani leaders exchange greetings on Eid Al-Adha

His Highness the Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah received a phone call Friday from Sultan Qaboos bin Saeed of Oman who congratulated Sheikh Sabah on the advent of Eid Al-Adha, hoping this occasion returns many years to come.
Sheikh Sabah thanked Sultan Qaboos on his warm gesture which reflected the deep-rooted relations between Kuwait and Oman, hoping Oman would enjoy prosperity and development under the leadership of the Sultan.

His Majesty was then received by Gen Sultan bin Mohammed al Numani, Minister of the Royal Office, Sayyid Badr bin Saud al Busaidy, Minister Responsible for Defence Affairs, and Lt Gen Hassan bin Mohsin al Shraiqi, Inspector General of Police and Customs.
 
Royal horse Race fest a grand show
HM Sultan Qaboos bin Said presided over the Annual Royal Horse Race Festival at Al Adiyat horse race track in the wilayat of Seeb yesterday.
The festival was attended by members of the Royal family, the chairmen of the State Council and Majlis Al Shura, ministers, advisers, commanders of the Sultan’s Armed Forces and Royal Oman Police, members of the State Council and members of Majlis Shura, undersecretaries, heads of the diplomatic missions in the Sultanate, judges and senior military and civil officers.
 
HM Sultan Qaboos has received a cable of thanks from King Abdullah bin Abdulaziz al Saud of Saudi Arabia in reply to His Majesty’s condolences cable on the death of Princess Modhi bint Saud bin Abdulaziz al Saud.
King Abdullah expressed his utmost thanks for His Majesty the Sultan’s generous feelings and sincere prayers, praying to Allah the Almighty to protect His Majesty against all harms. — ONA

Secret US-Iran talks cleared way for historic nuclear deal - Telegraph

US and Iranian officials have been meeting secretly in Oman for the past year with the help of Sultan Qaboos, it has emerged. ...[snipped]

The United States began a tentative outreach shortly after Mr Obama’s inauguration in January 2009. Mr Obama and Iran’s supreme leader, Ayatollah Ali Khamenei, exchanged letters, but the engagement yielded no results.
In the end, it was efforts to win the release of three American hikers who had strayed across the Iranian border which led to the clandestine diplomacy.
Oman’s Sultan Qaboos was a key player, facilitating the release of the hikers in late 2010 and 2011 and then offering himself as a mediator for a US-Iran rapprochement. The secret informal discussions between mid-level officials in Washington and Tehran began.
