I admire the Romanians to get this done with only a fraction of the financial means and staffing in comparison with reigning monarchies.

The epaulettes show no rank, but on the sleeves we see one broad plus three thin golden stripes. This indicates the rank of a Colonel. According Wikipedia, Radu Duda indeed was a Colonel in the Romanian Army.
He also wears a golden fourragère at his right shoulder. That indicates being an aide-de-camp. I think King Michael has created him an Aide-de-Camp Extraordinary, which of course is no official function in the Romanian Army.
That Radu Duda wore so few decorations has to do with the model tenue, I think. So to see he wore Daily Tenue to me. There also a Grand Daily Tenue, Evening Tenue, Grand Evening Tenue and a Ceremonial Tenue.

A Colonel with great Royal Decorations is to me a never seen.

Yes! For any neutral figure, this kind of situation is a minefield but HRH Crown Princess Margareta got it just right: a call to all for the defence of democracy and the rule of law and a reminder of the consequences when they are lost.
In my opinion, HRH really would make an outstanding constitutional monarch.
