The woman in the Paris pictures is Elaine Beckman. She is an old friend of the royal family and she lives in Paris (or atleast close to Paris?).
She acted as Victorias "substitute mother" during her stay in Angers in 1996/1997

In Angers Victoria lived with a family wo had two daughters. I think their name was DÁntemaics (or something like that :P I have no idea how to spell it but it sounded like that)
