I think it is just saying that Monaco is taking the lead in using electric vehicles and that it works very well because Monaco is so small. The cons are the high buying price and that the distance that can be travelled in electric cars is about 100 miles (US). The towns on the Riviera are pretty close together though. There was another article yesterday about Nice signing an agreement with Monaco on sharing recharging stations in both cities. Monaco is great place to try new things out because people have lots of money and Monaco is so small.

Melina Première mentioned another agreement between Nice (or PACA ?) and Monaco, so that must be the one.

it was an agreement between the town of nice and Monaco about the installation of stations of electric power battery for electric cars in Nice and Monaco for the electric cars and the cars which wear a stick of nice or monaco can get electric power from the stations in Monaco or Nice and the drivers will not pay. I hope you understood me. It was in Monaco Info or in Monaco matin yesterday.

PA is the President of the Société de Saint-Vincent-de-Paul which tries to combat loneliness and exclusion. The society has been going for 130 years, and it has about fifty charity helpers.
There will be a special mass for the anniversary at the Eglise Saint-Nicolas.
and also Monegasque specialities, such as Le Cavagnetü (a small bread roll).
