I think it is because she is just back from Japan and tomorrow she and Willem-Alexander will go to Poland. 26 April, the prince and princess will open the new Dutch pavilion in Auschwitz.
Even if she was there, she wouldn't have been in white. Traditonally, only Catholic Queens, the Grand Duchesses of Luxembourg, Hapsburg Archduchesses and Princesses of Savoy can wear white, and Maxima is none of those four.
And one hour after the inhauguration of the pope the koninginnedagconcert started at Palace Noordeinde, which was attended by HM The Queen, Maxima, Friso, Laurentien, Constantijn, Margriet and Christina. It was broadcasted live on television and was repeated last night. Maxima was wearing something black.
The couple has a busy sheduele: today to Auschwitz, friday the concert on Dam-square to honour the Queen, saturday Koninginnedag in Scheveningen and The Hague, 4 may, remembranceday. And on 5 may the CP will probably attend the traditional military defile of veterans in Wageningen (previously Prince Bernhard attended this). And on 8th of may President Bush will visit our country, though I am not sure if The CP and Maxima will meet him, the Queen will meet him near Maastricht I think.
President Bush is in The Netherlands because the end of WWII, 60 year ago. He will visit the World War II Netherlands American Cemetery and Memorial in Margraten.

What did he do to get promoted? Is it just an honorary kind of thing or is he still active in tthe military?
Yes, but when he is King he'll be head of the Armed Forces anyway (that is if the Dutch system is anything like the Norwegian). So recieveing promotion in the force which he wasn't trained might still give him an opportunity to learn really good the forces routines.
