For me the cutest are the Urdangarins (all four of them) and Alexia´s little ones.
If I had to choose a boy it would be Miguel Urdangarin.
If a girl, it would be Arrietta Morales y de Grecia.

I think Infanta Leonor is among the most beautiful children I've ever seen. I also just adore C-A because her little round face looks so Dutch to me. :)

They're all adorable but my favourites would have to be Princess Charlotte, Prince George, Archie Mountbatten-Windsor and Lena Tindall.

I guess the best source for that answer is this thread with royal (and nobel) births
For the reigning houses, i think the youngest toddlers are
Charles, son of HGD Guiilaume and HGD Stéphanie of Luxembourg (2020-10-05)
and
HRH Gyalsey Ugyen Wangchuck son of King Jigme Khesar Namgyel Wangchuck and his wife Queen Jetsun Pama of Bhutan (2020-03-19)

Little Prince Jigme Namgyel of Bhutan is beyond adorable.
Prince Charles of Luxembourg is precious, but at 6 months old he isn't quite a toddler yet....he is still a baby/infant.
