The hat is not new either, she has already worn it last year when she was visiting with Wills the Irish guards (at least I think it was the Irish guards).

She could very well wait a generation or two before wearing this look.
Add two inches to the hemline, and the coat would definitely suit Queen Elizabeth II splendidly (great color for her), while the pill box hat is the kind which Princess Anne might find in her closet on one of those days when she's in the mood to recycle her clothes from the early 80s.
The bad posture doesn't help the overall impression:

I agree with some members, I think it ages her and does not flatter her. The hat and shoe are at least nice. In general, I think it's a very lovely coat, love the design and color.

The Royal Recycler: Kate Middleton Repeats Missoni Coat and Rachel Trevor Morgan Hat For Jubilee Tour in Nottingham | Slide Image 3 | Grazia Fashion

She looks very proper and beautiful as ever. I have noticed that Royal British ladies hardly ever wear scarves. A colorful one would have improved the neutral look.

I like the entire look. It is appropriate for the occasion. Interesting range of comments tho - from "it ages her" to "too short a length".
I liked the coat the first time but I definitely think that the more formal "with hat" lifts it a notch. Hats are difficult and v personal. I think that she is right to avoid brimmed hats or "flying saucers" when meeting people, especially when close to children - they want to see her!
The only thing IMO missing is a brooch but I'm a girl who loves a brooch.

Very middle class English girl look the colour suits her though the hat which I like maybe a bit dark for the coat.

I hated the coat the first time I saw it but didn't say anything. Now that it's back again I will say that I think it's ugly and shapeless.
I do like the hat and the hair.

if you look at the detail of the tweed - there is quite a bit of navy in the fabric, I think the contrast is lovely. And Kate looks very elegant and appropriate for a working day out with her husband and his grandmother.

This time around, the outfit really works for me. Like Michelle noted, there is navy in the tweed so the hat, shoes and clutch really go very well with the coat and contrast nicely. It's a nice pulled-together look and I'm glad she didn't wear nude heels. A brooch would have been a lovely addition, though. I do like her hair pulled back like this; I see she's wearing it more often in this manner. I thought she looked very elegant as usual and discreet in her appearance with the Queen.

I think I would hate the pieces if I saw them separately, but together they seem to work quite well. Catherine looks appropriate, and since she's with the Queen, there's no reason to stand out. Recycled outfit provides that opportunity.

Well since a number of poeple don't like her look I feel forced to voice my opinion ... I think she looks lovely and very appropriate. It's a great color for her and I loved the hat and coat.

Well I'm pretty sure Missoni would have denied it seeing as it's made two appearances.

Appropriate outfit for the event. On both occasions Kate has appeared at public engagements with the Queen she's worn this coat. Maybe the Queen complimented her on it or something?

HM was the true star of the show today which is entirely as it should be.

I am never going to get over that Missoni coat, no matter how many times she wears it. The hems of the coat and sleeves are unfinished and look like they are unraveling. Call it fashion if you like, but if I never see that piece again it will be too soon. Otherwise she looks lovely, the color is great on her, and I am so happy to see Diana's earrings again!

I very much like the hairstyle, and although the coat isn't one of my favourites, she still looks good IMO.

I'm usually one of those who like Kate wearing her hair in a style other than the usual loose curls, especially in a nice updo. However, for some reason I actually prefer the hairstyle Kate had when she last wore this coat (for an outing with the Queen and Camilla) to today's hairstyle: she looked younger and fresher. Maybe it's because of the hat which isn't really a flattering or particularly attractive one.

On a different note, the older picture also highlights just how much a brooch (or a flower) would improve the overall look.

She's been wearing her hair in partial updos a lot these days. Must have realized that having to fiddle with it wasn't particularly becoming.

Very much a welcome change :) She looks lovely.

I like the way Kate seems to make small changes to her "look". As someone has already pointed out, she is taking the front locks of her hair and having them styled to the back, so that her face can clearly be seen and she cannot readily fiddle with her hair.

I also think it's no accident that Kate wore the same blue coat dress as she wore March 1 when she visited Fortnum and Mason with Camilla and the Queen. Kate was doing her best to say, in effect, "it has nothing to do with what I'm wearing, and everything to do with the Queen and the celebration of her Jubilee."
