not now. officially the regency will pass to elena and her son froilan then. the government is planning to change the constitution, but until it's not done (not even started) the regency will be elena's.

If Felipe has only daughters, his oldest daughter will become queen. The Spanish law favors male over females, but, if there's only females, the oldest will become the Princess of Asturias and will acceed to the throne one day.
This option you refer to applies only if Felipe has no heirs.

Su Alteza Real el Príncipe de Asturias ha presenciado, en el campo de maniobras de San Gregorio en Zaragoza, un ejercicio, táctico, de unidades del Ejército de Tierra que forman parte de las Fuerzas de Respuesta de la OTAN. En el ejercicio han participado unos 600 soldados dotados con unos 40 vehículos militares y supone la fase final de la preparación e instrucción de las unidades españolas para la Fuerza de Respuesta de la OTAN.

El Príncipe de Asturias presidió un ejercicio de demostración de combate frente a las costas de Murcia y Alicante
AGENCIAS
El Príncipe de Asturias, Don Felipe de Borbón, presidió hoy, a bordo de la fragata "Almirante Juan de Borbón", un ejercicio de demostración de la capacidad de combate de este buque, desarrollado en aguas del mar Mediterráneo frente a las costas de Alicante y Murcia.
Don Felipe, que vistió el uniforme de trabajo de capitán de corbeta de la Armada, embarcó a las 11,00 horas por vía aérea, ya que se desplazó en un helicóptero de la V Escuadrilla hasta el buque, cuando el barco ya se encontraba en alta mar.
El Príncipe de Asturias, que fue recibido en la fragata por el Almirante General, Jefe del Estado Mayor de la Armada, Sebastián Zaragoza, y el Almirante de la Flota, Angel Tello, asistió tanto desde el Centro de Información y Combate (CIC) como desde el puente de mando del buque al ejercicio de demostración.

The Prince of Asturias, Don Felipe de Borbón, pleaded today for the reinforcement of the bonds between the United States and Europe, 'as an essential base for the progress and security of a group of united nations, on the defence of such ideals and values'.
Initially the dinner was expected to be presided over by the Princes of Asturias, but Garrigues announced that Doña Letizia would not attend it and added that 'we are sad the Princess does not attend, but we are pleased that she is taking care of her and her descendent’.
