Hm... I see links providing stories that Phuc Buu Chanh, is the current president that directs the League.. I'm unsure where you got your news from, although yes the current prince is NGUYEN BAO LONG, at the time you mentioned and now his younger sibling,
I've read on news that the LEAGUE is still under The Prince Regent, and that through help of other parliaments, they are trying to do the will of Bao Dai, re-establish freedom ..etc..
