Yes, too bad.... but isn´t that her "Star Treck Tiara" around her neck?
Then it would have been a "kind of Tiara" Event indeed

It's just the necklace that goes with the Star Treck Tiara, not the tiara itself. But she seems to wear a small brooch in her hair?

A tiara event would, at least, require a tuxedo for the men (not speaking of white tie...)
Unfortunately this politeness towards monarchs are no longer the habit of many republics at state visits.

Of course. It is all outdated. It is not politeness, it is practicality. And no one cares.

I don´t see what would be "outdated" to put an event of highest state importance of two nations in a grand frame !?! The circumstances being made about state visits were always about undelining the respect ones had towards the other land you received as guests.
And I cannot find putting on white tie or a more elegant evening dress and a sash unpractical other than a daily suit and a cocktail dress...

Respect is not shown by wearing a white tie or tails. Treating each other in a hospitable way and having consideration for those guests is far more important.

Making an effort to put on something more elaborate is a way of showing that you care about the other person. That's why people don't attend parties in their pajamas...
In this type of visits, hosting something more "grand" where guests "loose" their time with more elaborate clothes and acessories like tiaras is a way of showing the importance you give to the presence of the head-of-state of the other country. And the presence of a head-of-state shouldn't be seen as a casual and ordinary thing.
