Is it a State visit or an Official Visit as the king and queen looked very casually dressed?

A State Visit. This is an arrival in advance. We see that with other royal couples as well, the Dutch come to mind: one or two days in advance and then the formal start of a State Visit.

Article from Royal Central:
King Harald and Queen Sonja arrive in Argentina – Royal Central
Quote:
His Majesty King Harald and Her Majesty Queen Sonja of Norway arrived on Sunday afternoon Argentina’s capital of Buenos Aires. The King and Queen came in Argentina after a short holiday by boat. When they landed, representatives of the Argentinean government were represented; leader of the delegation that welcomed the royals was the Minister of Foreign Affairs, Jorge Faurie.
After a brief welcome at the pier to Yacht Club Argentino, the King and Queen went on to the hotel where they will stay during the official state visit that begins tomorrow. At the hotel, a small group of Norwegians were waiting to welcome the royal couple. Siblings Anton (12) and Abril (9) were delighted to hand over flowers to King Harald and Queen Sonja.
|
From me: The King (who is a bit frail now) and the Queen has been abroad for about two weeks to rest and prepare for the visit.
How will the Norwegian media cover it? Well, they aren't that interested in outward state visits, but hopefully we will get some pictures and some articles from NTB.

Royal Expert Kjell Arne Totland was on TV2 News Channel where he talked about the visit. - He said that the reason why the president is not hosting an official dinner for the King and Queen is because he doesn't want to give a wrong impression (that's due to the economic situation in Argentina).

It is strange that no State Banquet is offered. But the program has been approved by both Governments, so apparently the Norwegians agreed with it. The argument (the economic situation) is far-sought. What will be the prize difference between a Luncheon and a Diner and how does that affect Argentina's economy?

Norway’s State Visit to Argentina – Day 2 – Royal Central
Quote:
The second day of the state visit focused on the economic ties between Norway and Argentina. Norway had a significant trade delegation with them in which everything from airlines to official Norway was represented. The interests of Norwegian companies in Argentina are mainly related to the maritime sector or the oil and gas industry. However, at the same time, there is also an increasing interest in communications technology and the IT sector, aquaculture, aquaculture and the aviation industry.

I've numbered two points in your post:
1. I don't think the Norwegians had any choice - because according to TV2, that's was how the president wanted it.
2. Well, that's what TV2's very serious/reliable royal expert Kjell Arne Totland said (for those who wonders - see post 10).

Royal House article:
Concluded State Visit in classic Argentine style - The Royal House of Norway
Royal Central article:
Norway’s State Visit to Argentina – Day 3 – Royal Central
Quote:
The first day of the tour was used for political talks. Yesterday the King and Queen honoured the victims of the dictatorship. The last day of the State Visit was used to focus more on Norwegian-Argentinian business, but also Argentinian culture. The King and Queen have used this day to focus on the Norwegian airline Norwegian Air Shuttle which is heavily involved in the Argentine market.
To mark this, Her Majesty the Queen participated in a ceremony where she band together two ties designed as the Norwegian and Argentine flag. Norwegian Air Argentina, owned by Norwegian Air Shuttle, plans to launch both domestic and international flights from Argentina. In December 2017, the Argentinian Aviation Authority approved the launch of 153 Norwegian routes from Argentina.

I love this couple! They´ re such a great team. Both pretty fit at this age, especially the Queen who looks at least 10 years younger and doing still these strenous overseas trips leaves me in admiration and makes me very proud of their Majesties!

The Queen is amazingly fit for her age (still being out in the Norwegian mountains and stuff).
The King OTOH is starting to look more and more frail - his walking is pretty bad, and he is breathing heavily (especially after going in stairs).
