Yes but Eugenie herself is more closely related. Princess Mary's husband was the 6th Earl of Harewood.
Jack is the 8th generation counting from the 1st Earl. Eugenie is the 7th generation counting from the 2nd earl (his younger sister is a 'great(*X)grandmother of Jack); while princess Mary's husband (himself the 6th earl) was the 4th generation counting from the 2nd earl. So, if I am counting correctly, Eugenie is a third cousin trice removed of the 6th Earl of Harewood; and Jack is a 4th cousin trice removed. Moreover, Jack and Eugenie are 7th cousins themselves.
Edit: Just read on Jack's Wikipedia-page that they have a closer family relationship (but still distant relatives):

Wouldn't the relations to the Lascelles mean that Eugenie and Jack are very distant cousins?

Stamp is unusual; I wonder if it's his mother's maiden name or another family surname. Congrats to them.

I think it goes back to Stamp Brooksbank (1694 – 24 May 1756), he was an English MP and Governor of the Bank of England.
He was the heir of his mother's father Richard Stamp. So you're right that Stamp came from a maiden surname.
