They are two different events. The second one, like the title says, is an international forum on local government that it's taking part in Seville. The King delivered a speech during the plenary session and here's the official website of the forum: Home - Global Foro of Local Goverments : Global Foro of Local Goverments


The first one was a visit to the General Archives of the Indies, where the archival documents of the Spanish Empire are stored (Wikipedia page of the Archive). King Felipe presided over the event celebrating the transfer of the archives from the Seville Chamber of Commerce, Industry, Services and Navigation to the General Archives of the Indies and opened an exhibit.

It's lovely to see Felipe recieving a Holocaust survivor at the palace as IMO we often forget that Spanish Jews were also affected by the Nazi persecution as whilst Spain was officially neutral during WWII; Franco gave Himmler a list of 6,000 Spanish Jews who were descended from those who were expelled under the Inquisition.
