If William and Kate are currently in Scotland nothing stop them getting engaged and going back down to Sandringham before or after William begins his training in SAR. That is pf he was planning to marry Kate anytime June or before. What princess may says is true if William had already talked to Queen about it before Christmas or I am wrong?
